Biography
Rebecca is an executive leader with more than 20 years’ experience driving change across the water, utilities, and government sectors. As Director of Bluebeacon, she partners with councils, utilities, NGOs, and water organisations to deliver complex business and technology programmes that create lasting impact.
Rebecca’s career includes senior leadership roles at Watercare, where she served as Chief Digital Officer, and at the Department of Internal Affairs, where she led technology and customer programmes supporting the national water reform and the establishment of new water entities.
In addition to her executive roles, Rebecca is the former Chair of Lutra, a council-controlled organisation. She brings both practical and strategic insight into how technology and innovation can transform the way essential services are delivered.
