Ahu Ake - Waipā Community Spatial Plan - (Australasian Award Winner)

Abstract

Ahu Ake is Waipā District Council's inaugural Community Spatial Plan.

It melds policy with community aspirations to create a blueprint for community placemaking and prioritised investments across the district for the next 30 years.

Using scenario planning and narrated storyboards, Council, Mana Whenua/Iwi Partners and stakeholders considered potential issues or opportunities the district may face in future and identify interventions needed to achieve Council’s Vision of ‘Home of Champions: Building Connected Communities’ and its Community Outcomes in a variety of different settings. This process led to a hybrid scenario, which is currently being refined through community engagement.

Biography

Kirsty is the Group Manager Strategy at Waipā District Council and is the project owner for the development of Ahu Ake - Waipā Community Spatial Plan, winner of the Community Impact Award at the Asia-Pacific Spatial Excellence Awards for New Zealand and Oceania in 2022. With almost 25 years experience in legal and executive roles in local government in the Bay of Plenty and the Waikato, Kirsty is passionate about bringing to life the Council’s vision to build connected communities and is incredibly proud of the way in which the plan has been developed in partnership with Mana Whenua and Iwi.

Biography

Vanessa Honore is the Principal Strategic Planner at Waipā District Council. With her childhood split between French Guyana and southwest France, Vanessa grew up passionate about exploring new places and landscapes. Ten years ago, she transitioned from being an ecologist to studying planning at Edinburgh University, Scotland. As a community planner and engagement practitioner, Vanessa wants to help create places that enhance social, cultural, environmental, and economic wellbeing and reflect the identity of the communities they serve. Since beginning her planning career in 2018, Vanessa led and project-managed successful community planning projects, including the Pirongia Town Concept Plan Refresh awarded by the NZPI in early 2021. She is now the project manager and co-technical lead for Ahu Ake, Waipā's first Community Spatial Plan.
